The "Lu Tao Agricultural Ecological Technology Industrial Park Project" of Shandong Huatao Food Co., Ltd. in our city was selected as one of the first batch of excellent cases of Shandong Province's "10,000 Enterprises Revitalizing 10,000 Villages" initiative.

From April 27th to 28th, the 2025 Shandong Province "Ten Thousand Enterprises Revitalizing Ten Thousand Villages" Action On-site Meeting and the Launching Conference of Private Enterprises Promoting Consumption and Steady Growth were held in Yangxin County, Binzhou City. The meeting conveyed the spirit of the national "Ten Thousand Enterprises Revitalizing Ten Thousand Villages" action promotion meeting and released the first batch of excellent cases of Shandong Province's "Ten Thousand Enterprises Revitalizing Ten Thousand Villages" action. Shandong Huatao Food Co., Ltd.'s "Lutao Agricultural Ecological Technology Industrial Park Project" was successfully selected.

Shandong Huatao Food Co., Ltd., established in 2015, is a high-tech enterprise producing and selling vermicelli, starch noodles, bean vermicelli, and spicy powder. It is a national agricultural international trade high-quality development base enterprise, a provincial specialized and new small and medium-sized enterprise, a provincial agricultural product export demonstration enterprise, a provincial (green food processing) characteristic industrial cluster enterprise, a provincial key leading enterprise in agricultural industrialization, a provincial digital economy morning star factory, and a Weifang city hidden champion enterprise. The company has one provincial-level R&D platform, three municipal-level R&D platforms, and the "Huatao Food-Jiangnan University Starch Food Joint Laboratory". It holds 40 patents, including 7 invention patents. The company undergoes GAP, BRC, HACCP, and HALAL certifications annually and holds 4 green food certificates. 70% of its products are exported to Japan, South Korea, Southeast Asia, and Europe and America. It owns multiple well-known trademarks, including "Lusheng," with 3 being Madrid trademarks. It has flexibly introduced 6 high-end talents, including Cheng Li from Jiangnan University, to improve product quality and develop high-tech products such as selenium-enriched vermicelli and low-GI vermicelli, achieving internationally advanced product quality. Huatao Food's vermicelli and starch noodle making techniques are an intangible cultural heritage of Anqiu City. The "Lusheng" brand vermicelli and starch noodles are well-known agricultural products in Shandong Province and are deeply loved by consumers. Due to its outstanding performance in the Ten Thousand Enterprises Revitalizing Ten Thousand Villages action, the company was awarded the honorary title of Weifang City "Ten Thousand Enterprises Revitalizing Ten Thousand Villages" Action Demonstration Enterprise by the Weifang Municipal Federation of Industry and Commerce and 6 other departments in July 2022.

I. Project Overview

In early 2020, the Lutao Agricultural Ecological Technology Industrial Park project was planned, with a total investment of 50 million yuan and a total area of 1000 mu (approximately 66.7 hectares). The industrial park is located in Lijiaxiabu Village, Xinan Street, Anqiu City, east of Moshui Reservoir, west of Jinggezhuang Village, south of Binhe Road, and north of Anyang Road. It radiates to 8 surrounding villages: Guanwang Village, Sanlian Village, Sanyuan Village, Xiabu Village, Zhangjiatun Village, Yaojiazhuangzi Village, Shangbu Village, and Dongzhou Village. It boasts convenient transportation and a beautiful environment. It mainly constructs sweet potato and potato green food planting areas and grape and ginseng planting greenhouses, creating a regional characteristic agricultural industrial park integrating green planting, industrial demonstration, and leisure sightseeing. It is an agricultural ecological technology industrial park project integrating planting, picking, modern agricultural display, creative agriculture, sightseeing, leisure, ecological tourism, and cultural tourism. It can provide employment for 200 local workers and radiates to help 1000 people become prosperous, benefiting more than 100 households.

II. Park Development and Driving Role

In terms of green planting of sweet potatoes and potatoes, the company signed cooperation planting contracts with 38 surrounding villagers, providing farmers with free modern farming machinery, seeds, fertilizers, and processing and storage facilities, and providing free agricultural technology training. After harvesting, the company unifies the purchase at market prices, making farmers the farm workers of Huatao Food. The advantages of this enterprise farm + farmer cooperation model are: 1. Farmers do not need to purchase equipment and inputs and do not need to consider product sales to participate in the modern agricultural production of the farm and obtain high income; 2. Farmers have gained knowledge of modern agricultural production and skills in operating modern agricultural machinery from technical training, greatly improving farmers' quality and ability; 3. Huatao Food's production base has applied for and obtained the national Good Agricultural Practice (GAP) certification, ensuring that the planted agricultural products meet the requirements of green food.

In terms of ginseng planting, Lutao Industrial Park hires ginseng planting professionals at high salaries to provide cultivation technology training to cooperative farmers and develop ginseng vermicelli, forming a new development model of "characteristic planting driving new product development and farmers' enrichment," promoting the sustainability of ginseng planting.

In recent years, through continuous docking with government departments and universities, the company has actively absorbed relevant university students to enrich the base's technical and management team, injecting fresh blood into the base and ensuring sustained vitality and vigor in technological innovation, model innovation, and production organization and management, making the park a university's off-campus internship and practice demonstration base.

III. Innovative Precision Poverty Alleviation Model, Leading Surrounding Farmers to Become Wealthy

Lutao Agricultural Ecological Technology Park actively fulfills its social responsibilities and demonstrates corporate responsibility, actively responding to the government's poverty alleviation call and implementing the "company + base + poor household" industrial poverty alleviation path. It mobilizes poor households without the ability to work to transfer land to the company, paying rent of 1000 yuan per mu per year to poor households. For poor households with difficulties and no ability to work, it actively carries out activities to send warmth to poor households, with village cadres summarizing information and providing necessary living materials to people in need through the street's civil affairs department. For villagers over 66 years old, substantial festival benefits are distributed every Qingming Festival, Mid-Autumn Festival, and Spring Festival.

Because of the large planting area, a large number of workers are needed. The company prioritizes the absorption of poor household labor into the ecological technology park, with monthly wages exceeding 4000 yuan. In the future, the company and the park will continue to adhere to the "company + base + poor household" business model, taking precision poverty alleviation as an opportunity: first, to strengthen and expand the planting base and implement order agriculture to help surrounding villagers get rid of poverty; second, to rely on technological progress, cooperate with scientific research institutions and experts, and adopt an integrated development model of production, learning, and research to promote the integration of rural primary, secondary, and tertiary industries. Establish an industrialization consortium that coordinates the development of various links such as the promotion and construction of excellent varieties and planting bases, centralized training and promotion of planting technology, and the construction of a food safety system, achieving resource optimization, industrialization of processing technology, and safety of product quality.

To date, the company has donated a total of 640,000 yuan to the poor villagers and students it supports, and all 100 surrounding villagers it supports have achieved poverty alleviation and become wealthy.
